State-level requirements sit on top of the federal one, and flavour regulation varies by jurisdiction and affects what packaging may say as well as what may be sold. Age-gating conventions and PACT Act shipping requirements govern the channel rather than the pack, but both shape how the product reaches customers.
Liquid nicotine packaging is federally required to be child-resistant under the Child Nicotine Poisoning Prevention Act.
That covers e-liquid bottles specifically. For devices, pods and cartridges, requirements vary by state and product type, and the responsible practice — increasingly the expected one — is CR construction regardless, since the risk profile is comparable.
