Safety and quality are not in conflict

CR certification is the baseline. Premium is still the output.

What CR certification means

Child-resistant packaging passes rigorous standardised tests — panels of children under five must be unable to open the package within set time limits, while adults over 50 must be able to open it without difficulty. Both tests must pass simultaneously.

The categories that require it

Prescription and OTC pharmaceuticals, household chemicals, button batteries, certain supplements, and other regulated products all require CR packaging in the US, EU, and most developed markets. We supply certified CR structures for all these categories.

Brand quality within the spec

CR packaging doesn't mean plain packaging. Full-colour litho print, lamination, emboss, and foil are all available on CR-certified structures. Safety is the floor — brand quality is the ceiling.

Passing the 16 CFR 1700.20 protocol: at least 80% of children aged 42–51 months fail to open it within five minutes, and at least 90% of adults aged 50–70 can open and properly reclose it.

Both halves are required. A package children cannot open but seniors cannot either has failed the test, not passed it. Testing is done by accredited laboratories with real child and adult panels — child resistance is a certified test result, not a design description.

Because packaging that defeats its intended user is a safety failure of a different kind — particularly for medicines, where it causes missed doses.

The requirement shapes the engineering: mechanisms that work rely on a cognitive step or a coordinated two-action sequence rather than raw force. Push-and-slide, squeeze-and-pull, press-two-tabs-and-lift all pass. Strength-based closures fail the adult panel reliably.

The whole configuration — closure, material and construction together.

That is the detail most often misunderstood. Substituting a cheaper film under a certified zipper, or changing the board caliper on a certified carton, can invalidate the certification. Child-resistant packaging is therefore not something to value-engineer after approval, and any change should go through the same review as the original specification.
